National Consultant – facilitator / socio-economic analysis for national MRV system and information system for guidance and safeguards

The UN-REDD Viet Nam Programme is being implemented by the Ministry of Agriculture and Rural Development (MARD) with the support of the three UN participating organizations FAO, UNDP and UNEP. One of the Programme’s three main outcomes is the improvement of institutional and technical capacity for national coordination to manage REDD+ in Viet Nam. Towards this outcome, FAO is supporting the development of the national Monitoring, Reporting and Verification (MRV) system for Viet Nam. The MRV system will form the core of the information management for REDD+ and it should therefore be designed with full consideration of all stakeholders in information management for REDD+ (e.g. participating forest owners, provincial authorities, national institutions), all the requisite analysis and processing (e.g. data ingest, validation of input data, combination of various input data sources, satellite imagery, research data, independent verification) and links with external programs or parties (e.g. REDD+ benefit distribution, Socio-economic Development Planning, Forest Protection and Development Planning, the National Forest Inventory, FORMIS, the National Greenhouse Gas Inventory Reporting).
The design will involve a consultation process with key national stakeholders in the field. After incorporating comments from the stakeholders, the design will be utilized as a key document/framework in the implementation of the national MRV system. The national consultant will work closely with all members of the Sub-technical Working Group (STWG) on MRV, under the National REDD Working Group and external inputs (i.e. consultants) to provide technical options, specifically in the identification of best practices for the MRV system. The assignment will be undertaken jointly with an international consultant and a second national consultant.
