COP 17 in Durban, South Africa, adopted this decision “Guidance on systems for providing information on how safeguards are addressed and respected and modalities relating to forest reference emission levels and forest reference levels as referred to in decision 1/CP.16.” This document provides information on how SBSTA should decide on safeguards being addressed with respect to REDD+. It further provides information on decisions related to Reference emission levels (RELs) and Reference levels (RLs).
