Public call for input to CDM SD voluntary reporting tool

At their last meeting from 16-20 July, the CDM Executive Board, launched a public call for inputs on the sustainable development voluntary tool (SD tool), open until 10 August 2012 (24:00 GMT). The call asks for input related to the design, substantive content and operational aspects of the draft development version of this tool.

This voluntary tool is the result of a request by the CMP that asked the Board to “continue its work and develop appropriate voluntary measures to highlight the co-benefits brought about by clean development mechanism project activities and programmes of activities, while maintaining the prerogative of the Parties to define their sustainable development criteria”. Although the initial proposal by the UNFCCC secretariat included better versions, e.g. including mandatory monitoring and verification of SD benefits, the Board ultimately adopted a weak option that only requires voluntary reporting with the option to update if you like. Although this voluntary reporting tool neither includes monitoring nor verification, it can be a first step into the direction of putting in a place a SD monitoring system for registered CDM projects. The tool also includes a section on reporting concerns about human rights abuses and assessing the risks of these concerns (see below). Although voluntary, one option for submission could be to demand that everyone (including local communities) must be entitled to submit concerns to this voluntary reporting tool.
