Five villages receive communal land titles in Sangthong district, Laos

On 20th February 2012, the Governor of Sangthong District and the District Land Management Agency overseen by high ranking officials from Vientiane Capital (Chief Cabinet of the Provincial Governor’s Office, Vientiane Department of Industry and Commerce, Vice President of the Lao Women Union) and supported by GDG-SNV organized the official handover of Communal Land Titles to 5 village chiefs (Kum ban pattana number 05) totaling 2,189 hectares, represented by 7 gold framed communal land titles (Bai Ta Din Khok Thong).
According to Article 22 of the Land Law and the Prime Minister’s Office, National Land Management Authority Ministerial Direction 564/NLMA (6 August 2007), if there is no dispute within 3 years in disagreeing with the land use rights of the 5 villages, district authorities will be arrange to issue the permanent titles to the 5 communities.
The actual communal land title looks like an individual household land title, a printed A4 page and framed in gold. On the top of the page it states the general information of the village such as name of the village, document to be term of references, type of the land (production forest, in this case serving as a source of bamboo stems for a range of bamboo products), name of district, road, unit, location and total area of the land. The map of the communal land is placed in the middle, and at the bottom of the page there are two small blocks for signatures and stamped seals.
