Vietnam approves the National REDD+ Action Programme

REDD-Vietnam - July, 2012

On June 27, 2012, Prime Minister approved the National Action Programme on “Reducing Emissions from Deforestation and Forest Degradation, Sustainable Management of Forests, Conservation of Forests and Enhancement of Forest Carbon Stocks” in the period 2011-2020 under the Decision 799/QD-TTg. The goal of this REDD+ Programme is to contribute to the successful implementation of the National Climate Change Strategy and the poverty reduction goals towards sustainable development.

 

In terms of the implementation, the Decision specifies the roles and responsibilities of relevant Ministries to implement REDD+ Programme. The Minister of MARD is assigned to establish a Vietnam REDD+ Steering Committee and stipulate the operational regulations of the Committee. The Minister is also granted authority to get agreement with donors to set up an Advisory Board to support the monitoring of REDD+ Programme implementation when necessary. Meanwhile, Vietnam REDD+ Office, established under the decision of the Minister of MARD, is a supporting part of the REDD+ Steering Committee.

 

This is an important decision as it will contribute to the implementation of National Climate Change Strategy and expresses the goodwill of Vietnam, together with the international community, to protect the Earth’s Climate system.

Vietnam presents its Semi-Annual Report of the Vietnam Programme at the UN-REDD Seventh Policy Board Meeting

 

(October, 2011) The seventh Policy Board meeting of the UN-REDD Programme was held from 13th-14th October, 2011 in Berlin, Germany. Vietnam presented its Semi-Annual Report of the Vietnam Programme.

 

Objective of the UN-REDD Vietname Programme is to assist the Government of Vietnam in developing an effective REDD+ regime in the country and to contribute to reduction of regional displacement of emissions.

 

The Ministry of Agriculture and Rural Development (MARD) and the Viet Nam Administration of Forestry (VNFOREST) are the implementing partners for this programme. Project duration is August, 2009 to December, 2011. Total budget for the progamme is USD 4,384,756 and the funding is from Food and Agriculture Organization (FAO), United Nations Development Programme (UNDP) and United Nations Environment Programme (UNEP).

 

The report discusses the expected outcomes of the programme.

Outcome 1: Improved institutional and technical capacity for national coordination to manage REDD activities in Vietnam,

Outcome 2: Improved Capacity to manage REDD+ and provide other Payment for Ecological Services at district-level into sustainable development planning and implementation,

Outcome 3: Improved knowledge of approaches to reduce regional displacement of emissions.
